Duties
The Assessing/Building Inspection/Cemetery Department is responsible for enforcing zoning regulations, flood elevations, cemetery records and lot sales, building permits and inspections, assessment of real estate for property tax purposes, and gas piping permits. However, the Assessor is not responsible for any special assessments, special assessments are a function of the Office of the Auditor.The Assessing/Building Inspection/Cemetery Department is also responsible for requests before the Board of Adjustment and Board of Equalization.
Each property's share of the property tax is based on the Assessor's value. Although the work of the assessor does not determine the total amount of taxes paid, it does affect the uniform distribution of the property tax burden.
North Dakota law requires the assessor's office to value property according to its value on February 1st of each year. The State of North Dakota monitors the Assessor's valuations through a sales ratio system to determine if the city is keeping their property valuations at market value.
Property information such as parcel number, subdivision, lot and block number, owner, lot size, assessed value can be obtained in the office of the City Assessor.

Homestead Tax Credit For Senior Citizens Or Disabled Persons
If you are 65 years of age or older, or if you are permanently and totally disabled you may be eligible for North Dakota's Homestead Credit Program. Qualified homeowners receive a credit to reduce property taxes on their home and qualified renters receive a partial refund of their rent. Your income, plus the income of your spouse and any dependents, may not exceed $26,000 for the calendar year preceding the assessment date. Medical expenses actually paid during the year are deductible from income if not compensated for by insurance or otherwise.

Building Permits
Homeowners and contractors are reminded that within the City limits and the two mile extraterritorial area that building permits are required. The following are some examples of the types of improvements that require permits:

any underground utilities. If you have any questions regarding the One Call procedure, or
need information before making the call, you may call the City Engineer's Office at

Gas Piping Permits
Required for both residential and commercial installation by a certified installer of the
following fixtures:

Cemetery
The Devils Lake City Cemetery is located at the corner of 7th Street NE and 14th Avenue NE. The Cemetery is open to the public from 6:00 a.m. to 11:00 p.m. daily.
