Duties

The Engineering/Planning Department handles issues regarding mapping, street, avenue, curb & gutter, water & sewer construction projects, zoning, conditional use permits, annexation and subdivisions. The Engineering/Planning Department also is responsible for requests before the Devils Lake Planning Commission, Devils Lake Parking Authority, Devils Lake Beautification Committee, and the Renaissance Zone Authority.

Blocking Off A Street Right Of Way

A permit must be submitted to the City Engineering Department any time you close a public right of way or street for construction, auctions, street dances, street repair, or any other function that would restrict a street, alley or parking lane. Permits may be obtained at the office of the City Engineer at no charge. Bike Path Routes

Bike/Pedestrian Paths

You can enjoy 12.23 miles of bike/pedestrian paths throughout the City and outlying area. The City has plans to extend the path on the east side of the City as funding allows.

Replacing Your Curb, Gutter, Sidewalk, Or Driveway

Property owners are required to maintain the sidewalk on the boulevard adjacent to their property. This includes repairing any broken or uneven concrete, and removing any snow or ice. Failure to do so may result in repairs or maintenance work being completed with the cost assessed to the property.

The City completed a city-wide sidewalk survey and rated all sidewalks based on condition. Those that are determined to be a trip hazard will be repaired first. Along with the survey, the City put in place a program to pay up to 50% of the cost of repairing a sidewalk that is considered a danger to pedestrians. The first targeted areas will be those located on priority routes and near the schools.

Each year the City calls for bids for concrete work for curb and gutter, sidewalks, and driveways. Property owners have the option of having these items replaced under the City's bid price and paying for the work upon completion or having the cost put on special assessments for that property. If you would like further information about this option, please contact the City Engineer's office at (701) 662-7600, ext. 226.

A permit is required any time you replace a curb, sidewalk or driveway located on the City right of way or boulevard. The Engineering Department will establish the sidewalk grade for purposes of drainage and public safety. There is no charge for the permit and permits may be obtained from the Engineering Department located at City Office.

Excavation Requirements

The City does require an Excavating Permit for certain types of excavating. The intent of the permit is to ensure approved excavation and reclamation of areas disturbed by activities whose intent is removal of earthen materials (borrow, sand, gravel, rock, etc) within the City's zoning jurisdiction. Residential or commercial building construction, utility installation/maintenance, or landscaping that does not substantially change the elevation of the ground surface DOES NOT require a permit. Rock crushers, sand and gravel pits, earth excavation, waste disposal pits, or any other such excavation shall be allowed provided they meet the requirements of the permit.
