Duties

The Devils Lake Public Ways Department handles issues regarding street maintenance, street sweeping, snow removal, weed control, and mosquito control.

The City provides informational calendars containing street sweeping and snow removal information. These calendars can be picked up at City Office located at 423 6th Street NE.

Street Sweeping

Residential Street Sweeping: move your car from the street or avenue
between the hours of 8:00 a.m. and 5:00 p.m. The sweeping schedule for
residential streets and other areas in the City is shown on the map located
in the City calendar or click here.

Downtown Street Sweeping: to avoid a parking ticket during street sweeping,
move your car from the downtown streets between 2:00 a.m. and 7:00 a.m., except
on Sundays and Holidays.

Downtown public parking lots are swept between 2:00 a.m. and 7:00 a.m. on the following days:

Monday:Street Sweeper
Last Hand (west of St. Joseph Church)
City lot (north of Bremer Bank)
Old Journal lot (south of McGarvey Archery)
Ray's Standard (west of Thompson's Glass & Paint)

Friday:
Chautauqua (west of City Center Motel)
VFW (west of VFW Club)
Firestone (east of Firestone Tire)
Farmers Union (north of Farmers Union Ins)

*Note: if you regularly use one of the public parking lots, please move your car to another parking lot for the day so they can sweep.

Snow Removal

Snow removal is done with motor graders, speed plows, or snow blowers, depending on conditions.  Wings for the motor graders are used as long as possible to prevent snow from being pushed into driveways.  Once the snow banks on the boulevard reach a certain height, the wings are no longer able to be used.

Listen to local radio each morning for any updates on snow removal.

Removal of snow ridges from driveways or sidewalks is the responsibility of the property owner. Property owners are also required to keep their sidewalks shoveled.

In accordance with Chapter 8 of the Municipal Code, any sidewalk not cleaned within 24 hours of a snow fall will be declared a nuisance and may be cleaned by the City and billed to the homeowner.

Following any snow fall of 2", or if the City crews deem it necessary, snow will be removed in the following order:

  1. Emergency routes - 7th Street NE, 12th Avenue SE and NE, and Highway 2
  2. Entry ways and snow priority routes - 5th Ave NE, 14th Ave NE, 10th St NE, Walnut St E, College Dr N & S, Hwy 19, 6th Street NE, and 6th Ave NE
  3. Law Enforcement Center, Ambulance Service, downtown district, bus loading zones at the schools
  4. Residential areas

Following any significant snow fall, City crews will make one pass down each street and avenue to allow traffic to get through.  They will then clean streets and avenues curb to curb according to the regular schedule.

NO PARKING PERMITTED WHILE CREWS REMOVE SNOW FROM THE STREETS AND PARKING LOTS

Anyone who fails to remove their vehicles from the streets, avenues, or public parking lots on the following days may have their vehicles ticketed and/or towed including a fine to be determined by the Municipal Judge.

No parking on streets or avenues: 2:00 a.m. - 7:00 a.m. (except Sundays and Holidays)

DOWNTOWN PUBLIC PARKING LOTS

Blocking Off A Street Right Of Way

A permit must be submitted to the City Engineering Department any time you close a public right of way or street for construction, auctions, street dances, street repair, or any other function that would restrict a street, alley or parking lane. Permits may be obtained at the office of the City Engineer at no charge located at 423 6th Street NE. If you have questions regarding blocking off a street right of way, contact the City Engineer's Office at (701) 662-7600, ext. 226.

Get Rid Of Mosquitos

Clean rain gutters and culverts every spring, discard old tires or fill them with sand, change water weekly in bird baths, pools, pet dishes, etc. Do not over water your yard, stop dripping faucets and hoses, fill depressions in your yard, store anything that may hold water upside down.

The City sprays for mosquitoes every morning the weather allows: winds no greater than 15 mph and temperature no less than 55 degrees. The City uses a contact chemical and it must be sprayed when mosquitoes are most active. The City also uses a bio control program to control mosquitoes by applying a granular larvicide at the breeding sites. The larvicide is a cost effective tool as part of the City's mosquito control program.
