Municipal Code, Home Rule Charter, and Uncodified Ordinances
Devils Lake is a home rule government as described in the North Dakota State Constitution and Codified Laws. All home rule governments must have a home rule charter approved by the voters. Devils Lake's charter was approved on June 1, 1977. A home rule charter is essentially a constitution for the city.
Devils Lake Home Rule Charter
An ordinance is a local law. Local ordinances are passed based on authority in North Dakota State Law and the City's Home Rule Charter.
In order to enact an ordinance, the City Commission must hold two readings of the ordinance. Any discussion of the proposed ordinance occurs at the second reading. The vote on the proposed ordinance is after the second reading.
Current Proposed Ordinances
This section will be used to show ordinance drafts. The drafts of ordinances displayed here are those under consideration by the City. It is important the City Commission receives input from Devils Lake residents regarding proposed ordinances so they can enact ordinances that meet the needs of Devils Lake and are generally supported by the public. For this reason, residents are encouraged to offer input by email, telephone, letter, and/or in person during a City Commission meeting.
